The Chamber of Deputies, chaired by Deputy Fernando Jalil, today approved in its session the Law No. 26.150 of the province of Catamarca, which establishes the Comprehensive Sexual Education program, in public educational institutions. state and private throughout the province.
The authority responsible for the application and monitoring of this law is the Ministry of Education, Science and Technology, through its respective fields.
The Provincial Executive is authorized to regulate the provisions of this Act within a maximum period of 120 days after its publication.
The regulations invite municipalities that have a Municipal Education System to comply with this Act.
The deputy Anala Brizuela emphasized the work of the Committee of Culture and Education, which heard the various voices about it, as well as the human rights commission that Father Oscar Tapia received, who gave his view on the subject.
I remembered the design of the deputies Cecilia Guerrero and Horacio Sierralta in 2012, and of the deputy Vernica Rodrguez, in 2016. He said the latter in that committee will continue to work if it refers to the ESI via ICT.
I also mention a proposal that was submitted in time by the senator in office, Ramn Figueroa Castellanos, and congratulated his partner Adriana Daz, whose project ultimately flourished.
I remember that the adherence to the national law was sanctioned in 2006 and proclaimed in October of that year, after which I quoted some of the articles.
The author of the project, Adriana Daz, thanked the work of the president and the secretary of the commission for the work carried out, Isauro Molina and Anala Brizuela.
The adoption of this law enters into commitments made at national and international level. It is not an isolated event, but it expresses and concretises a series of laws, norms and international and national obligations that Argentina has and promotes in the area of human rights, Daz said.
The project aims, on the one hand, to have a specific regulatory framework that defines the right of students to comprehensive sex education and on the other hand to encourage the application agency to take responsibility for designing their own courses. Institutions to promote policies designed to be installed in educational institutions, respect for sexual diversity and respect for gender identity, taking into account the socio-cultural characteristics of our province, develop, organize, regulate and project the action lines on the area of extensive sexual education, I added later.
We can not go back in time and do it today, which has not happened in previous years. But today we have the opportunity to offer our society a tool with which future generations can live more harmoniously. That Catamarca's childhood can speak and relate without taboos, without patriarchal stereotypes of roles historically and culturally assigned to a particular gender, understanding the diversity that we understand as humans, is a challenge to which the implementation of this law can contribute. , added the legislator.
Finally, he said that this project talks about how we all work, united in diversity and united in respect that speaks to our political maturity.
Today we have the possibility to give half a sanction to a law that is 12 years old. We are here to show progress in relation to the rights that have taken place in Argentina over the last decade. Progresses that meant the conquest of rights, to close this gap that still exists in the direction of a more egalitarian society, he insisted.
Today, Argentine society is not the same as before the IVE debate in parliament. Faced with this reality, it is a political gesture of great magnitude that we approve this law, that we set ourselves at the height of what society requires and demands as a whole. Especially children, adolescents and young people. Today we are taking an important step towards being representatives of the people. There is no legislator in this room who does not have the same intention to take the lead. Let us make laws for the presence of a state that does not look the other way and that is committed to and takes charge of the problems, he said.
We are convinced that our children and adolescents should receive information and education about this, said deputy Paola Bazn, but made the reservation that this problem is already guaranteed in other regulations. We are in a time when more voices are being heard, more groups are talking about what they want and expect, and it is good that they are being answered as legislators, but in this case I think it would have been opportune to hear more voices have remained the way for the haste in the committee to tackle the problem. However, be positive about your positive vote.
In the meantime Congressman Cecilia Guerrero said she was happy with the fact that this room once again addresses compliance with the ESI law and expresses the hope that this time this will be definitively sanctioned.
The deputy Macarena Herrera congratulated the author of the project and put her positive vote on it. I also doubt the 12-year delay in approving this approval and insisted that this is no longer an attempt.
The deputy Genaro Contreras has also made an assessment of the steps taken by the law's entry into the country and how it should be done in that task. He said the subject is tab, especially in the deeper inner reason why he celebrated this adhesion and expressed that it is a desire that the Senate will give the final sanction.
The deputy Marita Colombo indicated that this law has already been legitimized by reality and records the figures with regard to unintentional teenage pregnancies in the province. And clarify that if the law was not applied in the province, that is because there was resistance because it was. There was interference or there was no will from the responsible authorities who are the education authorities, he insisted.
In turn, the Deputy Vernica Rodrguez said that the ruling party has the responsibility to establish state policy and insists that the ESI is applied through ICT.
A lot to do
The question is not solved, he said. He said he should have listened to the children, on the subject, and insisted that sex education in schools if the government commissioned state policy
I am happy to vote for this project, said deputy Daniel Lavatelli and stressed the young people who insisted that this law would become a reality in the province.
The adhesion, for the substitute Augusto Barros, is another element to protect our children, girls and adolescents.
The deputy Sergio Saracho also referred to the statistics of teenage pregnancies and the concerns that this entails. Celebrate the adhesin, congratulate the author of the project that I have done in the appendix the debate of this law.
Deputy Carlos Molina also accompanied the bond. In addition to other ideas, he said that it must be ensured that the laws that are promulgated are regulated and applied. The Ministry of Education should know that we need to address the problem and have indicated that adjustments or new legislative instruments are needed.
It is necessary to provide early comprehensive sex education, the legislator said and emphasized the parents' responsibility in this respect. We have acquired rights that we can exercise according to the sociological observations of the place where we live, he said.
