The deployment of political leadership for education is full of paradoxes. While Governor María Eugenia Vidal announced at the beginning of the month
will in Escobar introduce a pre-university university based in the National College of Buenos Aires, chosen as a model for its educational quality, the more than 2,000 young people who attend that school, depending on the University of Buenos Aires (UBA), will have suffered, have arrived this Friday, 25 days of unemployment so far this year.
The same happens with the Carlos Pellegrini school, also dependent on the UBA, the National of La Plata of the UNLP, the National Monserrat of the National University of Córdoba and with many of the more than 60 VWO schools in the country and are almost 40,000 students, who in many cases have been accumulating more than a month in teaching time since the beginning of the year in the middle of the salary negotiations that confronts the 190,000 university and pre-university teachers with the national government.
But the number of students most affected is the one who attends the 57 public universities of the country, where the measures of violence are given with different compliance. It is about one and a half million students.
The university wage negotiations, which were opened on 1 March, are the responsibility of the Ministry of National Education, under Alejandro Finocchiaro, on whom the financing of the public university system depends. However, a qualified source of his team relativized the responsibility of the minister in determining the salaries of university professors: "We must understand the multifaceted dependencies and autonomy of the universities." The ministry finances salaries but does not employ teachers and there are many poorly managed universities, "he said, an argument similar to the argument that justifies the elimination of the national parity of teachers in primary and secondary education.
"With the number of teachers there, it could triple the university enrollment, the number of teachers per student is more for the delivery room." The salary negotiation expresses the maximum effort that can currently be made with the current number of teachers, which the ministry does not determine, we are making the biggest effort with the resources we have, "the source said.
Would it be the path to cast teachers and distribute those salaries better? "No," said the Minister's adviser quickly: "I describe an overlap of decisions that do not always fall within the Ministry of Education."
For the time being, Finocchiaro and the Secretary of the University Policy, Danya Tavela, preferred not to speak to LA NACION and to generally maintain "a communication policy with little contact with the media" in this context.
The secretary-general of Conadu Historica, Luis Tiscornia, told LA NACION last week that since Finocchiaro is a pastor, he hardly saw him a few days ago. "He went downstairs to take a petition that we had taken," he said.
Inflation vs. teacher salary
In the midst of the inflationary escalation, the conflict was strengthened until the return of July holidays, when this month the six guild university professors, with the two most important, Conadu and Conadu Histórica at the top, determined different degrees of violence that converged this week. with greater strength.
The gap between the increase demanded by university unions, an increase of 30%, and the supply with which Finocchiaro insists, 15%, seems difficult to save. And up to the last parity of the last ten years, teachers had only received a 5% increase in June since June 1.
According to the NATION last week, the national director of trade union affairs of the Ministry of Education, Miguel Garófalo, the inflation rate was 10.8% from March to June and recognized that the increase was five points below inflation. "The situation is very worrying, we are trying to see how we approach this in a framework of dialogue that does not affect the dictates of classes," he added.
Now teachers will again receive an increase of 5.8%, always on parity basis, with which the inflation will only be compensated in June. The gradual elimination continues, but the ministry insists that the dialogue be continued. According to Garófalo, the ceiling of 15% is not touched for the time being, although the sections were shortened to complete the total increase in October and not in December.
"This is not a parity, it is a salary negotiation table." The clarification came exactly from the Finocchiaro team. "The employers of the teachers are the universities," said the ministry's high source, who recognized that they are working in a very novice analysis to give autonomy to universities to negotiate teacher salaries.
From the Rectorate of the UBA, they clarified that they see the conflict "from outside, because the trade union negotiates with the Ministers of Education and Work". They also claimed that they are "looking with concern" at the situation. A resolution last week from the Supreme Court expressed its support for the doctrine and non-teaching claim.
