The Brazilian market is dominated by only four major aviation groups, Latam, Gol, Azul and Avianca.

According to the ministry, the Norwegian plans to exploit its flights between Rio de Janeiro and São Paulo, "but the Ceará launched an offensive to lure Norwegian to Fortaleza, "which offered an investment of $ 500,000 per route that was implemented in the first three years for attractiveness and attraction of passengers, in addition to the existing ICMS exemption for aircraft kerosene. for "all suppliers and tankers with food products, catering", said the ministry.

Gol started in May, in cooperation with Air France-KLM, in a hub in Fortaleza, with a view to a passenger flow between Brazil and Europe of more than 1 million passengers per year.
