In a note from the UDC (Union of Truck Drivers or Brazil), drivers from the organization say that they will make a mobilization in the country after the holidays of September 7 and for an indefinite period of time.
The UDC accuses the government of not having fulfilled its promise with regard to the price of diesel, which had an adjustment of 13% last Friday (31).
The law that established the new freight policy provides for a revision of the minimum floors if the fuel has an oscillation of more than 10% in order to meet the increased costs of truck drivers.
The entity complains about the lack of inspection on the roads by ANTT. The UDC calls for more tax and inspection posts that require carriers to comply with the minimum freight rate.
"We immediately ask for the following measures so that the Brazilian population will not suffer the damage of a new interruption," the statement said.
The truck drivers of the UDC also complain about the actions of ANTT (National Land Transport Agency) and demand the dissolution of the management of the entity.
However, the possibility of a demonstration at the elections was already broadcast days after the eleven-day impasse in May as a form of political pressure.
According to truckers who are heard by the report, ANTT is unable to position itself until 7 or 8 September. There is then a great risk of further downtime.
On Friday (31), Abcam, the entity bringing together the autonomous administrators, said that it intends to consult with the government to discuss the problem and that "it will do its best to prevent further paralysis" of the category.
During this Friday they circulated in applications of audio message exchanges, whose authenticity was not proven, and called for the interruption of sunrise on Monday (3).
Abcam says that dissatisfaction has been noted about applications for exchanging messages, but says it still does not see enough mobilization for further shutdown.
In the first shutdown, which the leadership had spread, social networks were an important mobilization tool.
"The association, which has always believed in the dialogue, will do everything in its power to prevent further cessation," Abcam said in a statement released on Friday.
In a video, one of May's leaders, freelance trucker Wallace Landim, better known as Chorão, names the category to go to Brasilia to charge the ANTT adjustment in the freight table.
"ANTT has the obligation to release a new floor, which is in the law", he continues, marks the demonstration before 12 September and threatens to stop if the suit is not honored.
According to Petrobras, the average increase in the country will be 13%. Since the fuel is 55% of the final price, the transfer to the pumps should be about 7% if the taxes and margins do not rise.
It will be the first significant increase in the final price since the start of the subsidy program, due to the rise of the dollar and international prices.
The increase of this sixth occurs without having lowered the pump price by the R $ 0.46 per liter promised by the government – R $ 0.30 in subsidies plus R $ 0.16 in tax cuts.
Between the first week of the strike in May and last week, the decrease was R $ 0.41 per liter, according to ANP (National Agency of Oil, Gas and Biofuels).
However, the executive secretary of the Ministry of Mining and Energy (MME), Márcio Félix, refused this Friday the possibility to increase the subsidy to cover the consequences of the rise of the dollar.
"There is no room in the Union's budget to enter more than the $ 9.5 billion that has been put into the subsidy program," he said in an interview after the pre-salt oil contracts.
"We are experiencing a delicate moment in the world, not only in Brazil, the exchange rate is highly appreciated and the oil price has also risen," said Felix. "What the government promised, the government fulfilled."
For the next 30 days, the average price of diesel sold by Petrobras rises to R $ 2.2964 per liter, only R $ 0.0752 lower than the record reached on May 23, still in the early days of truck driver demonstrators
The adjustment allowed by the ANP in the sales price of the refinery differs per region: it will be higher in the mid-west (14.4%) and lower in the southeast (10.5%).
Besides the transfer of the dollar, the new value considers compensation to companies for the period in which the discount was not sufficient to cover the difference between the government price and international prices.
Since the 23rd the discount of R $ 0.30 was insufficient – on the fifth the difference exceeded R $ 0.50 per liter. This Friday, with the approval of the new prices, returns to R $ 0.30 per liter.
MARGIN
The adjustment was defined on the basis of a new formula elaborated by the ANP, which takes into account the costs of bringing the product to the country, a concept known as import parity. Although it absorbed suggestions from the market, the formula has been criticized by companies in the industry.
During an event in Rio last Friday, Petrobras' executive manager of Marketing and Trading, Guilherme França, said that the new price tightened profit margins, but did not make imports unavailable.
"We understand that they [a paridade de importações] is a bit worse, a bit more limited than that of power [nas primeiras fases do programa]. But do not imitate, at times we think we can still import, "he said.
The market expectations are that imports by private companies, which flooded the market around the turn of the year but declined after the start of the subsidy program, remained shaky.
"The current formula is terrible and compromises investment," said Ricardo Musa, Razen's vice-president of Transportation, Distribution and Trading, which operates under the Shell brand.
