A decree introducing a tightening of sanctions for "refusal of priority" pedestrians and expansion of the use of alcolock starter (EAD) has been published, Tuesday Road Safety said.
These measures are part of a plan announced by the Prime Minister of an Interdepartmental Road Safety Council (IRB) in January, including the controversial reduction of the speed limit to 80 km / h on secondary motorways. sense without a central separator, effective since 1 July.
A motorist now has six points removed, instead of four at the moment, if he does not give way to a pedestrian "who frequently drives into the intersection of a lane or clearly shows that he intends to do so". The finding of this violation can also be done by simple video verbalization.
This measure is aimed at reducing pedestrian mortality. In 2017, 519 deaths occurred in an accident and more than 11,070 were injured.
Another measure is aimed at expanding the use of alcohol immobilizers (EDI) to combat driving under the influence of alcohol.
From January 1, 2019 every person who is intercepted with an alcohol level in the blood of more than 0.8 g / l and below 1.8 g / l & # 39; eligible & # 39; "connected to this device, with the power supply circuit of the vehicle and where it has to blow to start.
Instead of having his driving license suspended, the perpetrator can be given permission within three days via a departmental decree to continue to drive vehicles that are equipped with EAD, whether it is his own or another vehicle (eg for companies). The installation of the device (about € 1,300 or rent of € 100 per month) is for his account.
Today, EADs are only presented to the court or, in four experimental sections (North, Marne, Drôme, Finistère), by the administrative medical commissions of the prefectures "but it takes far too late and the offenders give it up. ", explains the inter-ministerial deputy for road safety, Emmanuel Barbe.
"The aim is to avoid the decommissioning caused by the loss of the license, especially to go to work, because of the speed of the decision. The EAD is a recognized tool against the recidivism of drunken driving. develop, the price drops and with that a virtuous circle begins ", he summarizes.
By the time it is generalized next year, this measure will be tested in six departments (including Finistère and Reunion) "to refine the system and procedures," he said.
