This year, more than 300 minors have assessed their situation and are eligible for help from the department by Social Assistance for Children (ASE). In 2015 there were 85 in Indre-et-Loire in this case. The situation worries the elected officials, especially because the unaccompanied minors arriving are younger and younger.
"We have questioned the state since March 2018"
An unaccompanied minor costs 18,000 euros to the County Council throughout the year. The prefect Corinne Orzechowski announced this morning that the state would pay 10% of this amount from 2019, or 1940 euro. The government has also just poured 1 million euros to the department of the 12 million spent on minor migrants in 2017. That is three times more than in 2016.
This help is late; the president of the County Council, Jean-Gérard Paumier, said that he had questioned Emmanuel Macron during his visit to Touraine on March 14, 2018.
Accelerate the evaluation process
The assessment of the status of unaccompanied minors by specialized educators and social workers of the County Council is legally established on 5 days. Currently, the steps take 40 days. These reception staff go by from 12 to 17 in early September. Their recruitment also has a price, it costs the Department at the end of December 40 000 euros.
Regarding the accommodation of unaccompanied minors, the prefecture has announced the establishment of 25 extra places very soon. It is too little, according to Patrick Bourbon, representative of the association Network Education Without Border and volunteer in the temporary camp Saint-Pierre-des-Corps. It counts now 70 young people since 25 August.
