The Minister of Land, Infrastructure and Transport has the authority to guide local authorities in accordance with Article 166 of the Local Autonomy Act.

Ahead of the agreement ceremony for the sale of the Songhyeon-dong site, which was scheduled for September 26, the Seoul Metropolitan Government changed its words to change the phrase ‘we will try to close the contract as soon as possible’ instead of confirm the timing of the contract.

The conflict over Songhyeon-dong land started when Seoul’s Metropolitan Government announced its park plan earlier this year.

Korean Air, which was suffering from the coronavirus, started selling the Songhyeon-dong site as part of a self-help plan submitted to creditors, but the sale was canceled due to the announcement of the construction of parks in Seoul. Initially, 15 companies expressed their intention to buy, but none of them responded to the offer.

Accordingly, Korean Air filed a complaint with the Authority in June.

The Korea Land and Housing Corporation (LH) purchased the Songhyeon-dong site and agreed to a brokerage plan to exchange it with the Seoul Metropolitan Government due to the KFTC’s arbitration efforts.
