Representative of Kalnciema Street SIA Kārlis Dambergs thanked the municipality and all the institutions involved for the work already done on the market at the start of the meeting. "It took us 18 years to arrange the territory of the Kalnciems district, and I admit that there are similarities with Agenskalns, because there are gambling halls and pawnshops next to it, so it will help us, but I am convinced that we are The Agenskalns market will not only be a great place for the people of Riga, but we can also bring the name Riga outside the city limits, "Dambergs said.
Project manager Roberts Valdmanis, market restoration, told those present that the planned plan is intended to eliminate the emergency situation of the existing administrative part of the Agenkalns market building, to develop solutions for the reconstruction of all floors and basements of this area and, if necessary, to replace the project documentation and prepare the project documentation in such a way that these works can be carried out and put into operation irrespective of the total amount.
The same works are also planned for the trading part of the Agenskalns market building. Emergency works are scheduled to start in the spring of 2019.
The reconstruction project also provides for the development of a reconstruction plan for the Agenskalns market building.
The first floor of the market building must be maintained as a trading platform and have at least 65 independent stores for different product groups, as well as shops for local farmers and producers.
The second floor will serve as an administrative building with the possibility to do business or to rent a property. It also provides for the installation of a reading room, which can also be used as conference room training or master classes.
Mr. Valdmanis said that part of the project will be the restoration of the facade of the building, including restoration of windows, doors and other elements or, if necessary, replacement. All internal engineering networks will also be reconstructed.
During the meeting, Inese Andersone (V) was interested in what should be done with the municipality to help the market as much as possible. Damberg pointed out that safety would be an important factor, namely that the police would be more involved in securing the order outside the market building. He also noted that "unrest" is the market in front of the parking garage, where taxis and cars are not under control, but it would be necessary to introduce bicycle sheds.
MP Juris Jērss (JKP) was in turn interested in how the tenants intend to live with the adjoining gaming hall. Damberg pointed out that "we are still living well", but expressed the hope that this hall will be eliminated in the future. According to the entrepreneur, it is the intention that from November onwards the closed market will be offered on the market, as a result of which trade in outdoor activities can be guaranteed during the winter season.
It has already been reported that the right to rent out the Agenskalns market and the adjoining area in May of this year for the next 30 years was taken over by the Kalnciema iela SIA Kalnciems district. The company owned by Karl Damberg was the only one who submitted his bid at the auction.
With SIA "Kalnciema iela" it is the intention to conclude a contract for 30 years without offering the possibility to compensate the tenant's investment, but to impose on the tenant the obligation to make the planned investments with the owner of to coordinate the property.
The market of Agenskalns attracted more public attention at the end of last year, when it became known that due to the poor technical state of the market it was planned to close it from the beginning of the year. Despite the objections of the population, the market has been no longer available to visitors since 1 January of this year.
At the beginning of February, the market was fully taken over by the property office of the Riga City Council in its ownership. Previously, the Agenskalna market was hired by the JSC "Riga Central Market" (RCT), but for this it was managed by a sub-leaseholder SIA "Rovex", which also accused RCT of lowering the market build-up to such a poor position.
From this year, on August 3, the market has resumed trading in the open air.
