The row of taxis at Rīga airport is regulated by the methods popular at the beginning of the 1990s – fists and tear gas, and the Latvian television program "de facto".
To get to a golden hull, cabs are standing in the long queue, called marshes at their location. The machines "Red Cab" and "Baltic Taxi" are on the same line at the door of the airport. The second, closer to the door – the rest. The taxi companies have agreed with each other. It is precisely this sequence of the second row that has already caused several incidents.
The representatives of various companies that have formed a peculiar coalition have blocked some of the machines, preventing them from approaching customers. A video is also seen for a rival car, so that it does not get ahead.
When the situation was tried to change, two weeks ago, on 11 August, a rather nice fight for the doors of the airport appeared. There was even tear gas in that case. The police were summoned by the victims.
Helmut Staško, head of the airport of the state police "Riga", says: "On the spot we find both the perpetrators and the victims, we have clarified the circumstances of the case." The police confirm that the reason for the defeat was due to non-compliance with the queue procedure. "De facto" is known that after the attack a considerable part of the taxi's from the airport area has disappeared. Convinced winners in an informal conversation with the "de facto" pride that they really do not keep the "second" taxi at the airport. The stream is organized with the rats and it seems that they are shaped so that nobody would accidentally miss it.
Several sources informally informed "de facto" that there is a so-called "roof" in the area – people who offer the opportunity to provide a service and raise money for it.
Sources of different parties are called comparable amounts – 5 to 15 euros per day. However, it is difficult to obtain tangible evidence for this information. Several taxi drivers in a "de facto" conversation say they are not ready to reveal them because they do not want anyone to be beaten or burned by a car.
Information about collecting illegal charges was also known to the police. "We have ever heard such information, we have tested it on several occasions, with our own patrols, with police involvement, and unfortunately we have not noticed at the moment that this is really happening at the airport," says Staško.
The verdict of the court states that the airport must be open for every taxi and free competition. But for the de facto question, it is, taxi responsibility, only theoretical.
The show recorded a discussion about two taxi drivers, of which it is clear that everyone belongs to their "camp". One works with a Joker Line taxi (A) and the other is Vex-Auto (V).

Changes by court decision
In the past, airport customers could have waited for taxi companies selected by a special procedure. Less than two years ago, the court decision ordered the airport to change the way and open this place for everyone. Last year it was done. But in parallel with this, the tariff ceiling for taxi services was canceled in the spring of this year. The end of the bag was open and each trip ended with an incredible fare, for example 60 euro to Old Riga.
The calculation is based on the following: if the maximum rates for rent in the door of SIA "Viduslatvijas malkas tirgus" (rent of 2.99 euros, time 0.39 euros / min, distance 1.99 euros / km), then the rider must calculate 2.99+ 0.39x30min + 1.99x12km = 38.57 euro.
"De facto" calculated how much you would pay for about half an hour and a journey of 12 kilometers with one of the taxis that were currently at the airport. It is about the distance to the old Riga.
The most expensive meeting with the company "Middle Lumber Market" – 38.57 euro, with Joker Line – 37.37 euro, Vex car 35.57 euro, with Red Cab 14.85 euro. A comparable price is also offered by BalticTaxi.
Granted, if you are not local, it is difficult to know how far the right place is and how long it will actually take.
"What we see from the complaints of passengers is that they can be divided into three groups: the first is about high prices, the second about the quality of the services provided and the third group of complaints about the availability of services, because there are separate 24-hour hours are when there is no taxi at all, or the other option – there are times when there is too much, and then this is a fight for passengers, "says Laura Karnīte, airport representative of Riga.
Search for a solution
While tax collectors are struggling for a golden customer through all possible methods, politicians in July have instructed civil servants to find a way to change the situation.
"This service must be made understandable for both the price and the order, which must be done to have both larger groups, people with disabilities and people with small children move in. It must be received immediately, rather quickly, rather than waiting for some incomprehensible time, or vice versa – when the service is being moved or used in violation of the traffic rules, therefore they would have been substantially modified with restrictions on the provision of services in certain areas where the continuity of passenger transport must be guaranteed ", says Tālivaldis Vectirāns, director of the Road Traffic department of the Ministry of Transport.
It is intended to establish special arrangements, including requirements and payment terms, for providing services in strategic locations such as the airport, bus station, train station or passenger port.
The Ministry of Economic Affairs is of the opinion that it would be necessary to go again to the setting of tariff ceilings as a whole. "Our proposal would be for the government to regulate this problem, and then also look at the real situation in the market, to have more market players ready to deliver the service at the relevant price, and there is also a reasonable profit margin, "says Inga Apsīte, director of the internal market department of the Ministry of Economic Affairs.
Ivo Ošenieks, president of the Latvian Passenger Transport Association, said that start with more strict control both from the police and the State Revenue Service.
The first draft amendments to the Cabinet of Ministers could be considered at the end of September, while the change to the Road Transport Law would take longer. In the meantime, the airport will be rolled out with informative announcements in which attention is paid to the price of the service.
