One of the women from the next store came out shouting: "In a truck, get out of the way, run, run." We ran to hide from us, and only seconds later we saw the truck in our store and the water was floating around everywhere. It started to fall, because everything we saw was dust and stones everywhere.
Shadi and Jihad, the owners of the nearby shops, who were swept through the truck last week in Mansouriyeh, sit in front of the rest of their houses and tell the republic: "God would have saved us." If the woman did not come out of the store next to the absence of a £ 50,000 lire to scream and warn us, "Today we were in a news story," the two men say smiling, they have lived the war, and "have exterminated us." as they expressed it.
"The problem in Lebanon, as well as the unrestrained corruption in all sectors, is the lack of enforcement of laws. I have been driving in cars for 20 years. I have not checked the Dubai leadership because they are strict in maintaining of the laws, a danger to people, but here a person gets a license at $ 200 », which adds:« Some truck owners are cheap and use incompetent drivers because they are cheaper ».
Shadi explains that he had opened his shop four days before the incident, "and what I have suffered, but Hamdlallah Hida Kloo Betuod, Mnih Tala Talaat shop and the loss of the Cummins is enough to come down, it was a massacre. "
Neglect?
There are international standards for trucks using the main roads in the field of design and safety systems, the most important of which are the braking system, suspension system, steering system and exterior design of the truck, as well as the permitted speed, load and working hours in cities, but negligence in this context is on the one hand the owners of lorries and drivers, On the other hand, the control authorities that have the authority to control traffic, such as traffic, road safety and periodic inspection.
In this context, most of the trucks used in Lebanon are old-fashioned and can be over 30 years old, as well as their poor leadership style.
«Right on Maine?»
"The responsibility lies with the owners of the trucks and overloading everything," says Shafiq, the captain of the truck owner, the priest of the Republic, and adds: "There are several measures that the state can apply when implementing the new traffic legislation or approval of the project, In collaboration with YAZA to give us the authority to set up a school to train truck drivers and raise awareness about the new traffic laws and the need to drive conscientiously, that the driving license is reserved for everyone who does not have this school card, and I call this step at every opportunity ».
The priest explains that "some accidents are a waste of time, and here I am talking about the mistakes of the trucks that are subject to maintenance, but in the case of overloading or speed it is the responsibility of the truck driver, what we want to combat in the school we want to establish, "The maintenance results of the trucks can not be manipulated and even the owners do not avoid them because the responsibility lies with them in the event of an accident."
For its part, one of the owners of «Karagat» specialized truck maintenance of the «Republic» explains that the reasons leading to truck accidents are:
• Lack of supervision by the competent authorities on all types of trucks.
• Overload.
• Changing the part of the truck (allowing mechanization, cabin, engine and mechanical regeneration) without taking into account the possibility of adaptation to the chassis and the brakes.
• Mechanical inspection: inaccuracy in weight because the load can not be estimated.
• There is no balance in all regions by the competent authorities to control the amount of allowable cargo.
• Lack of supervision during registration, the use of trucks (water, building materials, tourist cars, foodstuffs from wheat and vegetables) The truck itself transports wheat and foodstuffs, as well as building materials, sand, gravel, iron and the like.
• Skip the speed limit.
• Lack of control over directors and permitted market licenses.
The trucks are a nightmare and everyone is on their way to escape. A significant number of their drivers drive at a fantastic speed and they come through the car's, open a second line that is not overloaded with the load that increases their speed, or the brakes that get hotter with frequent use and no more useful. The only thing that can be said is that the incidents of Bashamoun and Mansuriya have raised the alarm, they have to awaken the state from its clinical sleep to provide citizens the most basic security conditions.
