The 72-year-old Penangite brings 49 years of experience in the legal field. He had his early education at the SK Wellesley, SK Francis Light and the Penang Free School, all in Penang.
He graduated from the University of Singapore in 1969 (now the National University of Singapore) with a licentiate in law and started his studies in the same year.
Sulaiman holds a degree in law from the University of London (1979) and a degree in Syariah Law and Practice from International Islamic University Malaysia (1992) and was a lecturer at Universiti Malaya Law (1973-1984).
Sulaiman was formerly the secretary of the Malaysian bar (1993-1995) and also chairman (2000-2001) and since 1989 has been a member of the governing body, the Bar Association.
In the constitutional crisis of Perak in 2009, where the state government led by Pakatan collapsed, Sulaiman acted as the leading adviser to Datuk Seri Nizar Jamaluddin, who tried to reclaim his position as Perak mentri besar.
Despite a first victory for Nizar in the High Court, the Court of Appeal finally ruled that Nizar's Barisan Nasional rival Datuk Seri Zambry Abdul Kadir was the legitimate mentri besar. The federal court unanimously upheld the decision against Nizar in February 2010.
While Attorney General (AG) Tommy Thomas yesterday announced Sulaiman as a leading lawyer with considerable experience in criminal law, including white-collar crime, Sulaiman had also represented state or federal government Islamic institutions in high-profile cases in recent years.
They include the ultimately unsuccessful bid from Lina Joy to leave the word "Islam" out of her identity card, the challenge of the Catholic prohibition of the "Allah" word in their internal newsletter, three Negri Sembilan transgenders & failed constitutional constitutional challenge of an anti-crossdressing sharia law and also an attempt by a Johor couple to remove the illegitimate mattress of "bin Abdullah" from the name of their son.
