Withdrawal of the mandate?

Graco did not keep his promise to submit to the revocation authorization every two years. During his election campaign, in June 2012, he said that a citizen consultation would be held to decide whether he remained in office.

When he was head of the government for two years – October 1, 2014 – he not only consulted, but he justified himself by saying that there was no legal law of Article 19a of the local constitution, which then contained the figure of citizen participation. .

Of course there was the law of citizen participation, but with enough. In fact, before that date, a reform was promoted to create a Citizen Council for Citizen Participation, but it was never consolidated. The local congress never approved such an initiative, so there was no way to conduct consultations, revoke or anything else.

In 2016, Graco had full control over the conference. Corruption in the government

The government of Graco Ramírez did not meet public safety, promoted democracy in the entity and did nothing in terms of transparency. Corruption was present in all of his government actions, and it was his stepson, Rodrigo Gayosso, who was in charge of the family's business.

These were extended to all areas, in particular public works, health, tourism and culture. What Gayosso Cepeda did was to transfer the corruption network that plundered Cuernavaca between 2009-2012, during the administration of Manuel Martínez Garrigós. The stepson of Graco Ramírez appeared in 2009 as "adviser" of the municipal government of this capital and then held the General Secretariat, from where he worked, firstly, the approval of a credit for the city for 600 million pesos, and then a network to transfer these public funds to private companies that have benefited.

This arrangement of transfer of pillage of public finances for personal gain was then embedded in the government of his stepfather Graco Ramírez in Morelos. This network includes her best friends, such as Andryk Ruiz de Chávez and César Mendoza Tajonar, as well as Elsa Iragorri Dávila and her husband Jerónimo Bernal Soliveras; Jorge Meade González, Alejandro Alonso Arriola, Sergio Soto, Jorge Sánchez Rodríguez, Sergio Beltrán Toto, the brothers Óscar and Sergio Prado, among others. According to testimonies collected among former employees, former municipal officials, businessmen and activists, this looting mechanism was tested in Cuernavaca between 2009 and 2012 and then perfected in the last four years in the government of Graco Ramírez with hiring credits for public works, the establishment phantom or controlled companies and the direct assignment of contracts, in addition to useless, unfinished or non-existent works.

At the beginning of his government, the PRD placed itself in the secretaries of office characters who made the payment of obligations possible and covered the gender quota. However, in the field of administrative control and contract allocation, he mentioned the best friends, accomplices of Gayosso in the city of Cuernavaca.

In the Ministry of Public Works, for example, the PRD leader Patricia Izquierdo, as Deputy State Secretary for Evaluation and Follow-up, appointed Sergio Beltrán Toto, who worked closely with Gayosso Cepeda in Cuernavaca and currently the contracts "palomea", approves the bids and decides , always "receiving orders", to whom public works are awarded, according to construction companies that have requested anonymity.
