The SEP explained that from 16 April to 28 September 2018, the period during which the pilot program for the issuance of electronic certificates was made, the DGP issued 417 thousand professional certificates in electronic format and that some 286 thousand documents are in circulation. emission process.

In the first phase of the issuance of a professional online card, it began with the publication on April 16 of the amendments to the Rules of the regulatory act of Article 5 of the Constitution in the Official Gazette of the Federation.

In this context, the electronic platform and a pilot program were launched with the National Technological Institute of Mexico and the National Polytechnic Institute (IPN), for the registration of the titles and the issuing of the identity card.

The second phase consisted of the integration of the institutions in the registration process of the titles in electronic format.
