TOLUCA, Edomex. (Approve) .- The Toluca Chamber of the Electoral Court of the Federal Judicial Branch (TEPJF) reallocated the 30 multiple deputies to the 60th Legitlature of the State of Mexico, and granted 11 seats to the PRI, eight to the PAN, four to Morena, four to the PRD and three to the PVEM.
In this way Morena will have a bank of 25 delegates (with 21 of relative majority); the Institutional Revolutionary (PRI), 12; the Labor party, 11 (all won at the ballot box), National Action (PAN) and Social Assembly 10 respectively, celebrate the Party of the Democratic Revolution (all proportional representation) and three the Green Ecologist (all plurinominalists).
In order to emulate the electoral alliance Morena-PT-PES in parliament, 46 of the 75 deputies will be sitting, who will give them a simple majority together, but are not competent to support constitutional reforms.
By completing three lawsuits of Proportionate Representation and 17 processes of the Political-Electoral Law of the Citizen (from 667 to 680 this year) early on Wednesday, the magistrates determined that the new procedure for the appointment of deputies all Political forces will be better are represented in the Mexican Congress.
The plenary agreed that the Mexican Supreme Court (TEEM) was wrong to divide plurinominal seats, given the coalition "Together we will write history" as an alliance to set the limits of overrepresentation and underrepresentation, but with that he ignored the criteria of the Superior Hall set out in JRC 695 of 2015, where he determined that these spaces are assigned per game.
Similarly, the magistrates clarified that proportional representation allows minority flows to restore proportionality, but in this attempt, they insisted, the TEEM declared the formula that takes into account the division by parties, which broke the balance in all forces because the majority over-represented used to be.
On 10 August, TEEM removed the 10 delegates of Morena's proportional representation that the local institute (IEEM) had allocated and redistributed to the PAN, four to the PRI, two to the PRD and one to the PVEM.
That is, by the principle of proportional representation it was determined that the PAN had nine seats, 13 the PRI; the PRD, 5; and three of the PVEM.
In this way Morena would stay with 21 delegates, PT with 11 and PES with 10, all relative majority; the PRI with 14 (one of the majority); 11 the PAN (two of the majority); five the PRD (all proportional representation) and three the PVEM (also all multiple members).
However, the regional chamber has reconfigured the distribution, ordered the revocation of the corresponding majority certificates and issued the new ones in the cases that are needed.
The new decision can still be challenged before the Superior Chamber of the TEPJF.
