This deficit takes into account a negative balance of 15.9 billion dirhams generated by the special accounts of the Treasury (CST) and public services that are managed autonomously (SEGMA), the TGR says in its monthly bulletin. the public finance statistics of July 2018. The bulletin also shows that ordinary revenues amounted to 158.9 billion dirhams at the end of July 2017 against 133.7 billion dirhams, an increase of 18.8 percent, taking into account an exceptional payment of DH 24 billion, made from the special trust account entitled "Special account for gifts from the countries of the Gulf Cooperation Council" for the general budget. Apart from this payment, ordinary revenues increased by 0.9%, the same source stated this increase due to the increase in non-tax revenues of 202.1%, customs duties (+ 12.8%), indirect taxes (+ 5.5%). %), combined with a 2.2% decrease in direct taxes and registration and stamp duties (-1.8%).
Expenditure on the general budget decreased by 4.7% to 180.9 billion dirhams in the first seven months of 2018, due to a 27% decrease in the cost of the budgeted debt, combined with a 2% increase in operating expenses. , 9% and capital expenditure (+ 3.1%), reports the TGR.
Commitment commitments, including those for which no prior commitment is given, amounted to MAD 307.5 billion at the end of July 2018, representing a total commitment rate of 58% compared with 57% at the end of July 2017. The decrease in budgeted indebtedness is explained by the decrease of principal repayments by 42.9% (MAD 17.7 billion against MAD 31 billion) and the rise in interest on debt by 0.9% (17.8 billion dirhams by 17, 7 billion dirhams), she notes.
With regard to the receipts of special accounts of the Treasury they reached 50 billion dirhams, taking into account the transfers received from the common costs of the general investment budget for 12 billion dirhams and the re-entry of 447 million dirhams for donations from Golf land. The expenditure amounted to MAD 67.4 billion, which reflects the payment of MRA 26.3 billion to the general budget, says TGR, noting that this expenditure represents the CST's share of repayments, rebates and tax refunds for 1, 1 billion dirhams. The balance of all Treasury special accounts is negative for 17.3 billion dirhams, the bulletin said, adding that in addition to the exceptional payment of 24 billion dirhams, made from the trustee account entitled "Account special gifts from the countries of the Cooperation Council of the Gulf "in favor of the general budget, the balance of CST is positive 6.7 billion dirhams. In terms of SEGMA revenue, these 2.2 billion dirhams amounted to 1.2 billion dirhams at the end of July 2017, an increase of 81 percent, while the costs were 764 million dirhams compared to 913 million dirhams a year earlier, 16.3% less.
