The municipality of Fes has just selected its partner in the context of setting up a Local Development Company (SDL) for parking management. Unlike other cities that opt for the hoof, SDL Fez will opt for advanced technology and be committed to the implementation of a RFID (Radio Frequency Identification) and NFC (communication in the near field) system.
The city of Fez begins the era of the SDL. After that of public lighting, officials from the city of Fez have just appointed their partner for the management of parking garages in the city. During the selection process, the municipality received only three tenders before the deadline for submission of applications, including only two offers meeting the conditions for consultation: "This very limited number of bidders is justified by the financial and advanced technologies required in the specifications and which will be delivered by the future partner ", state the officials of the municipality.
The KLB Group's offer, consisting of the companies Kiunsys (Italy), Liberologico (Italy) and Bigazzi (France), was selected. The contract covers a period of 25 years. Having said that, it should be noted that the city of Fez, taking into account the experiences of other cities at home and abroad, decided not to opt for a "punitive measure" for motorists.
Indeed, the SDL will opt for advanced technology and plans to implement a system of RFID (Radio Frequency Identification) and NFC (Communication in the near field). With these two systems, drivers can pre-charge their magnetic parking tickets that are consumed immediately (per second) at the 2DH / hour level. The driver can also charge his card via his telephone or extend or shorten the duration of parking. According to the clauses of the CPS, the company that runs this service should also invest as a first step an envelope of 74 MDH in the construction of a two-storey car park in the basement on the Place de Florence, in the middle of -ville, with a capacity of 500 cars.
The company is responsible for all technical studies and administrative documents required for the realization of this project within a maximum period of 10 months from the date of signature of the contract, in addition to a period of two months before the actual start of the work. The municipality also needs an amount of 6 MDH, which is collected annually. This amount will be reviewed each year based on price increases for tickets and spaces managed by the company.
