Designed as a financing tool for social support programs, the Social Cohesion Support Fund has achieved anything but the expected objectives.
This appears in particular from the comments of the Court's latest report published on Monday. In terms of figures, the total revenue of this fund since the establishment in 2012 up to the end of 2016 amounted to MAD 1528 million, while the total amount of expenditure was MAD 674 million.
Financial justice The inspectors have thus taken note of a series of comments on the operation of this fund, starting with the lack of an "integrated strategy for the implementation of social assistance programs" and a lack of coherent programming ". its resources and expenses, as well as a delay in the payment of contributions to social programs (from 2014) ".
The report also speaks of accumulation "of a substantial balance of 8,584 MDH by the end of 2016, while the programs have a lack of funding."
Moreover, the Court reveals that contributions to the "million school bag" and "RAMED" programs have not yet been fully recovered. To this must be added shortcomings in the monitoring and evaluation of the impact of these programs, according to the same source.
A million school bags
With regard to the "One Million Schoolbags" program, the Court found an increase in the number of beneficiaries in the period 2012-2016, reaching a total of 4,013,897 beneficiaries in the 2015/2016 school year. However, it is at the level of methodology that rubbing: "the targeting method used is based on the criterion of the environment and without taking into account the socio-economic level of families," says the report. And that is not all, since the document also notes "the existence of a delay in the distribution of school kits compared to the date of the new school year, in addition to problems with the loan system that are essentially connected with the absence of the repositories. of the schoolbooks used and their dilapidated states ". More than that, "it turned out that several partners who signed the agreement for the implementation of the operation" one million school bags "in September 2008, had failed to meet their financial obligations, and it was noted at the level of the governing bodies that the steering and evaluation committee had not been operationalized and that there was an overlap between the responsibilities of the Moroccan Association for Support to Education (AMAS) and the Department of National Education with its external services ".
Another program, but the problem of targeting is missing again. Against the background of an increase in the number of beneficiaries of the Tayssir program – from 87,795 in the school year 2008/2009 to 828,000 in 2015/16 – the Court again emphasizes the absence of a targeting mechanism. direct beneficiaries. The jurisdiction under the responsibility of Driss Jettou also points to the exclusion of certain local authorities, due to the approach to targeting, in addition to the deficiencies in the approved computer application. The Court also pointed out the inadequacy of the resources allocated to the program and a delay in the payment of grants to beneficiaries that may exceed one year, as well as the lack of coordination and a contractual framework for the implementation of the program.
Support program for people with disabilities
With regard to improving school conditions for children with disabilities, the Court concludes that there is an uneven regional spread of disability associations, as well as a low coverage rate in rural areas. Also "it was noted that there were insufficient beneficiaries (4,744 beneficiaries of the 33,000 counted in 2014), given the inadequacy of the financial resources allocated to the improvement of school conditions of children with disabilities, as well as a delay in releasing grants to beneficiary associations ".
In addition, the Court found that the acquisition of Entraide Nationale does not contain information on the beneficiaries of specific devices and other technical aids when purchasing specific devices and other technical aids.
Regarding the encouragement of professional integration and revenue-generating activities, there was partial implementation of the encouragement in this area, in addition to the lack of coordination between the relevant ministries.
Medical assistance program (RAMED)

At this level, the Court notes "the limited contribution of the steering group and the technical committee responsible for the reform of the RAMED, as well as the absence of an integrated information system to manage this regime".
As regards the services offered in public hospitals, the Court also noted that "the healthcare sector is not respected, pressure is put on academic hospitals and public hospitals are faced with the lack of resources and equipment needed to cope with to the increasing demand from RAMED beneficiaries Similarly, the coverage of the costs of these services is caused by a lack of a third party payer and a billing system based on the cost base of the services offered ".
