After the absence limit was introduced, the absence dropped into high school – and it has remained that way. But the student organization does not believe that the figures capture the whole picture.

Absence in upper secondary education is still about 40 percent lower than before the absence limit was introduced, the provisional absenteeism figures from the Education Directorate for the 2017-2018 school year. It welcomes the Minister of Knowledge Jan Tore Sanner above:

The percentage that is not assessed in one or more subjects because of the absence limit is 1.8 percent the year before. In general, the percentage that is not assessed due to absence or lack of assessment is reduced from 3.2 percent to 3.0 percent.
"A lot of students take the absence limit perfectly – we've always believed, but for more than half of those who do not get a grade in a subject, it's because of the absence limit – it's incredibly serious, says Agathe Waage, leader of the student organization.
The much-discussed discretion was introduced two years ago and assumes that students lose the right to grade in a course if they have an invalid absence for more than ten percent of the hours in the subject. Documented absence is a valid absence.

"We still know little about how this goes beyond the most vulnerable students, and fraud is not just about absence, says Waage.
"The government has a good policy to make people complete, where they want to change the topics and make the content relevant, and we are afraid that the severity limit will help to remove much of this good policy.

Waage fears that they are the most vulnerable students who are ultimately unable to assess in various of the subjects. She points to last year's figures, which showed that the proportion of students who did not receive a rating on more than one topic increased.
– This is an important point because the threshold for recording a subject is much lower than recording more subjects. That is exactly why we believe that the absence limit is a misconception, she says.

Wages indicate that there is still no indication of how many of those who started secondary education were introduced after the border and will lose weight.
– Good for people with the weakest starting point
Jan Tore Sanner does not believe that the absence limit is bad for the most vulnerable students.

"On the contrary, I mean that the absenteeism limit is good for those students with the weakest starting points, so they come to school, and you need to take other measures to make sure that your students are better equipped to complete and succeed," he says.
He points out that the percentage of higher secondary education has fallen by 0.3 percentage points. How the absence limit affects various student groups will be assessed in the second part of the evaluation of the measure, which will take place in the autumn, he says.
– We assess both the effect of the absence limit and the practice. But the big numbers show that it is going in the right direction.
At national level, the number of students who do not qualify for one or more subjects decreases. But there are big differences between the provinces. In Telemark and Finnmark, the percentage that can not be considered has fallen the most. There are about 25 percent fewer students who are "not assessed" in a subject than the previous school year.

However, the number has increased in Oslo and West Agder. Approximately 15 and 18 percent of the students will not be assessed in one or more subjects.
"The differences between the provinces show that we are far from the target and it is important that the provinces where it is now in the wrong direction tackle their challenges," says Sanner.
He does not believe that a larger proportion of the unrated students in some places are related to the absence limit:

– It is perhaps not the case that the absence limit makes it extra difficult for the students alone?
"I have little faith in explaining the absence limit, but on the contrary, the absence limit is especially important for students with a weak basis because they help them to go to school more, and then there are other steps that need to be taken to cancel.
