On Thursday 28 August 2003 at 12.00 pm Salomón Lerner Febres, then chairman of the Truth and Reconciliation Commission (CVR), appeared between the balusters of the Golden Room of the Government Palace and handed over the conclusions of the committee to President Alejandro Toledo. The meeting was broadcast live on television and the main foreign media emphasized the fact.
The work of the CVR was summarized in nine dark colored parts, plus three documentary attachments and seven attachments with the names of the dead and disappeared.
"Today it is up to all Peruvians to face a time of disgrace, because we present this report in honor of all, with a mandate of the absence and forgetting of the whole nation." That day, 15 years ago, the CVR delivered the conclusions of his report twice more. At four o'clock in the afternoon they met the president of the Congress of the Republic, Henry Pease, and later visited the Palace of Justice to deliver another copy of the conclusions to the head of the Supreme Court, Hugo Sivina Hurtado .
The 12 members of the CVR arrived at the Congress of the Republic in a heavily guarded minibus. When they entered the Chamber, 15 guests from the Fujimorist caucus interrupted the ceremony, but were removed from the Chamber. The meeting of the commissioners with the president of the Congress, Henry Pease, was quick: it took about 15 minutes. Then the commissioners went to the judiciary.
