Another missed opportunity blogs

In recent months, one of the topics of the economic debate has focused on the need to reduce tax exemptions, which are known in the jargon as tax expenditures. Even, a committee was formed in Congress to review the problem.

However, the behavior within the Plaza Bolivar enclosure runs counter to most banks. Last Wednesday in the Economic Commission, the possibility to replace certain tax advantages in the Amazon region in exchange for transfers in the regions of that area of the country, especially in Loreto, was left out of consideration. That is to say, another possibility has been lost, it would have been an important signal to be approved.

It is estimated that tax expenditures will amount to S / 17.240 million next year, which corresponds to 2.1% of GDP. In the past ten years, according to Sunat information, they reached S / 129,000 million.

This year, the tax expenditures amount to S / 5,451 million, corresponding to the tax refund in the Amazon, for the benefits of imports in that region and also for non-profit associations.

The benefits in the book law also expire next month, but the Congress has already decided to extend the VAT exemption by one year. Although the measure has reasons for what culture means, this does not always happen with all economic activities.
For example, through a legislative decree, the government has just included aquaculture in the law on agricultural promotion, which means that it can only pay a tax rate of 15% on income tax.

Aquaculture had tax benefits in the past, but the expected results in the development of the activity were not achieved, so they were withdrawn during the Humala government.

In a recent presentation to Congress, the head of the Sunat proposed various actions that make it possible to reduce tax expenditures efficiently.

One of these is to really apply the norm VII of the Tax Code that increases the conditions for approving exonerations. Another measure is to condition them to know the list of beneficiaries and the amounts involved.

Similarly, the Sunat proposes to limit the amount of current tax costs in case it can not be eliminated.

The problem is undoubtedly sensitive to both individuals and companies, but it is essential that tax reform addresses the gradual reduction of tax expenditures.
Incidentally, it is not only a question of paying attention to the tax exemptions of the jungle, because there are also advantages at sector level that deserve a review. However, there are many interests at stake that occur on more than one occasion that deal with such tax expenditures.

Why do macha-caments insist on the need to reduce exonerations? In the current situation, the fluctuations of the world economy as a result of the US trade war. and China can force the country to reduce the budget deficit more quickly, as the Central Bank has just admitted.

Under the current political noise it is difficult to debate this, but that does not detract from the fact that it is so important.
