In the meantime, the National Telecommunication Commission (NTC), at the request of City Mayor Oscar Moreno, had instructed telecommunication companies to close their signal for three days while holding important activities from 26-28 August.

Safety precautions

In his memorandum of 24 August, NTC commissioner Gamaliel Cordoba had Globe Telecom Inc., Smart Communication Inc., Digitel Mobile Philippines Inc. and ABS-CBN Convergence Inc. instructed to "temporarily close all network services along the routes of the next Higalaay Festival 2018 activities", in particular the Higalaay Festival Carnival Street Parade on 26 August from 15.00 to 19.00; Float and Civil Military Parade on 27 August, from 7 am to 12 noon; and religious procession on August 28. From 16.00 to 08.00.

In response to a complaint that placed a net on social media, the Cagayan spokesman said the Oro City Police Office (Cocpo), Supt. Mardy Hortillosa apologized for the crash of the GSM signal.

He added: "We are very sorry to cause this inconvenience to everyone," Hortillosa said, "but our safety can not be easily paid for, it is better to sacrifice a bit instead of suffering the consequences we will regret. & # 39;

"It is very easy to say that this idea is not right, but are you trying to imagine that an unexpected terrorist attack will take place in the city just because we have not done so? I hope everyone will understand that safety and security are better than convenience, "he added. (PNA)
