In its 2014 annual audit report, the Commission on Audit (COA) issued a rejection notice rejecting the P487.9 million advance payment that PPI-JKG received from the LTO.
Controllers noted that there were irregularities in the allocation of the agency's budget for the deal and various contract violations.
Teves promised to seek a conference on controversy as soon as it becomes clear that the DOTr is ignoring warnings against the contract and decides to pursue it.
"I would strongly advise our officials not to revive this controversial deal, instead they should help gather evidence to pin officials behind this mess of Dengvaxia proportions," added Teves.
He also pointed out that the LTO boasted to have the opportunity to address the vehicle plate requirements of the country after the inauguration of its Plate Making Plant last April.
