During the commemoration of National Heroes' Day at the Libingan ng mga Bayani on Monday, President Duterte said that he would bring "some of the retiring military and police officers" into his state visit as a "gift" to supposedly serve the country well.
The trip from Duterte to Israel is planned for the first week of September.

But Lacson, also a former head of the Philippine national police (PNP), said that law enforcement agencies already had a mandate to provide good service.
"The reason is clear because it is simple – government officials are always expected to do their best," he emphasized.
