Cebu City Mayor Tomas Osmeña faces a criminal charge before the Office of the Ombudsman for allegedly releasing three detainees.
The Cebu City Police filed the complaint after Osmeña reportedly released the previous week after being arrested for illegally refilling butane gas bottles with liquefied petroleum gas (LPG).
In his complaint Osmeña is accused of obstruction of the law, abuse of power and violation of ethical standards for government officials.
The complaint included the affidavits of five police officers and images made by security camera's of the Parian Police Precinct, which showed that Osmeña went there on August 24 to detain three detainees.
Those who were detained are Ramir Amaca, Romeo Appareca and Romeo Cueva, all of whom were accused of violating presidential decree 1865.
