Unless a temporary restraining order (TRO) is issued by the court, Cebu City Mayor Tomas Osmeña can not stop carrying out the groundbreaking ceremony for the development project of P18 billion Kawit Island.
Francisco Fernandez, executive assistant to the mayor, said that business magnate John Gokongwei Jr., who owns and manages JG Summit Holdings Corp., is expected to attend the groundbreaking ceremony.
But the date of the event has yet to be scheduled according to good Feng Shui, he said.
Fernandez said that the groundbreaking ceremony was scheduled for the first time on Saturday, but that it should be re-scheduled next month to prevent a bad Feng Shui.
August is considered the spirit month according to the Taoist and Buddhist faith. It is the time of year when restless spirits roam the earth to cause disaster such as accidents, unexpected deaths, and corporate failures.
This year the Ghost Month covers the period from 11 August to 9 September.
As they finalize the date for the pioneering ceremony, Fernandez said, the Universal Hotels and Resorts Inc. run by Gokongwei. (UHRI) now working to comply with the documentary requirements for issuing permits for the Isla dela Victoria project.
The development of P18 billion includes hotels, an amphitheater, a casino and convention centers.
"They (UHRI) now submit (in the process of) the necessary papers to obtain the building permit and to have their building plans approved.Once these have been done and complied with, they can (already) start with the construction," said Fernandez.
Mayor Osmeña and Gokongwei have signed a Joint Venture Agreement (JVA) on 17 August to close the project implementation.
But critics do not yet give up their hope that the execution will be stopped by the court.
The court held a hearing on 30 August on the petition for a court order and the issuance of a TRO and an injunction against the JVA filed by Busay Barangay, councilor Amilo Lopez, who severely damaged the project & # 39; ; mentioned for the city.
Members of the opposition group United Barug Team Rama led by Vice Mayor Edgar Labella have also asked the court to annul the resolution that Bando Osmeña Pundok Kauswagan (BOPK) councilors have adopted to authorize Osmeña to sign the JVA.
Mayor Osmeña said that any attempt to stop the Kawit Island project is expected to yield at least 5,000 jobs, & political suicide & # 39; is.
"For me, they (opposition council members) simply scare the investor, frightening everyone who would work with us," he said.
Labella said he will continue to oppose the P18 billion project, even if this would end his political career.
"It would really be a political downfall on my part (but I will not mind) for as long as what I believe is good and good for the people in Cebu City," he said.
