The President of the National Judicial Council, Judge Leszek Mazur, convened the meeting of the Council on 23, 24, 27 and 28 August – the central office of the national judicial register announced on Wednesday. On Wednesday, the hearings with the candidates for the judges of the Supreme Court were completed by the Council's teams.
The head of the National Court Register (KRS) during the Wednesday briefing told reporters that the issue of selecting judges at the Supreme Court falls outside the agenda of the meeting that was passed before the holidays.
As he argued in relation to the plenary meeting of the National Court Register regarding applications for the Supreme Court, "there were such attempts to do it in early September, sometime from September 4, but the work of the teams gave rise to believe that these candidates have been developed in the right way. "
Four teams from the national judiciary council held hearings with candidates before the judges of the Supreme Court from Monday to Wednesday.
At the end of June in the Polish Monitor, the president's announcement of vacant positions in the Supreme Court was published – there are a total of 44 vacant vacancies. As reported by PAP's press spokesman, Judge Maciej Mitera, "individual applications will be handled by the KRS teams and recommendations to the entire Council, and the entire national court registry will take decisions in plenary session." The final list of candidates goes to President Andrzej Duda.
"These meetings, which we hold for three days with the candidates, is just the highlight of the work, which is to teach the documents and achievements of candidates who had previously been referred to the Council" – Judge Mazur commented on work of the KRS teams.
The KRS meeting must consist of two parts. The first, which will take place on Thursday and Friday, will be spent on the occupation of posts in the disciplinary chamber and in the Criminal Chamber of the Supreme Court. "Disciplinary chamber because of the urgency of the cast of this House and the Criminal Chamber, because it naturally relates to disciplinary criminal problems, and especially because the number of candidates for the Criminal Chamber is small – it is only four or five people" – explained the president of the national judicial register.
On the other hand, at the beginning of the following week, on Monday and Tuesday – said the president of the national judicial register – the Council will deal with the casting of two other chambers: extraordinary and civil control.
When asked about the reasons for the special urgency of the staff of the disciplinary chamber of Mazur, he pointed out that this is a room that has existed since April of this year, and at the same time is not occupied in any respect. In the meantime – as he stressed – they should go there, among other appeals against decisions of the National Council concerning temporary staff, that "dozens are issued at every meeting".
"The inability of the disciplinary chamber to recognize them means that they do not become legally binding and therefore these competitions are not completed, so the casts in the courts can not be supplemented" – explained the chairman of the board.
The second aspect of hastening the procedures of the national register regarding the occupation of posts in the SN Disciplinary Chamber – as Judge Mazur said – is the fact that this room is a certain highlight of disciplinary justice & # 39; ; "In a situation where there is no disciplinary chamber, this division is also paralyzed in a sense" – he pointed out.
