"We have given instructions to conduct difficult negotiations, if necessary, to court," Soloviev explained.

And yet, Soloviev remarked, the main task is not to insist on an ideal platform, but to keep synchronized rallies in the maximum number of cities. The Oblast Committee of the Communist Party, led by the mayor of Novosibirsk, Anatoly Lokot, seems to have had no trouble reconciling. But there is no definitive solution.

A source in the Communist Party explained that the situation does not mean the withdrawal of Elk from the party – and that is how the series of Telegram channels interpreted this. The fact is that the department of the mayor's office, which deals with meetings, is connected with regional authorities and regional siloviki. Nonetheless, assured interlocutor "NG", the action in Novosibirsk will succeed. As long as local Communists continue to refer to the square in front of the library as a location.

Remember that on September 2 there will be a second phase of speeches against pension reform, in which the CPRF wants to play the leading role. The first was held in late July – early August – and was unsuccessful. The third stage is planned for September 22. By that time, there will obviously be another serious subject for the protests. Namely, the actions of the authorities to block the referendum that was initiated by the Communists.

Now, confirmed "NG" Soloviev, the Communist Party has a registration for only two regional subgroups of the minimum required 43 – in the Altai area and the Irkutsk region. Several dozen are in different stages of creation or registration. The procedure of the latter, however, the Communists lose in one region after another. And even in the native Tver area for Solovyov, for example. There were problems with the notary who for one reason or another did not want to earn a single 50,000 rubles for a few hours after he had completed the necessary certification of the signatures of the members of the initiative group.

Similar situations have happened in many other regions of the Russian Federation – while the Communist Party has solved technical problems, the registration committees have registered alternative teams. And now, Soloviev said, it is necessary to decide whether to negotiate with them to unite or expose their antipopulate and pro-government essence. Such a work has started – in Rostov there is a court, in Novosibirsk the investigation about a deep distinction between alternative questions is received.

As Obukhov claimed, the leadership of the Communist Party set the task for the trump to create referendum groups in about 60 regions, and then "to negotiate, go to court, to protest" – in short, a political one campaign. According to him, the party will prove that she can do serious work, despite blocking by the authorities. Solovyov has also guaranteed that the outcome of this work will be, including an appeal to the Constitutional Court. The reason for this is: it appears that the initiators of the referendum can be stopped by claims on similar wording of the problem, and the state organs for one reason or another have the right to ignore this standard and produce alternative groups.
