According to documentation from the Department of Information Technology (DIT) in Moscow, the network is characterized by high speeds and small delays in data transmission, and to ensure stable coverage in this standard, a minimum number of base stations is sufficient. The full 450 MHz frequency band required for the operation of such a network is now used by T2 RTK Holding, a source close to one of the agencies for which the network can be deployed, Vedomosti said. The passport of the "Digital Economy" program, which is generally approved by the government on the eve, does not offer any conditions or budget for the creation of a special LTE network for socially significant facilities and special consumers. The frequencies in the 450 MHz band went together with Sky Link and other mobile assets from Rostelecom in 2014 to Tele2. Tele2 plans to participate in the project and is being discussed in good condition with the profile services, said the representative of the operator Olga Galushina.

It is logical that if the operator of the network for special consumers becomes Tele2, as the largest owner of frequencies of 450 MHz, the general director of "TMT consulting" considers Konstantin Ankilov. Otherwise, to create the LTE-450 network, the state will have to grab some of these frequencies from the operator, he emphasizes.
The expert also recalled that market participants are actively discussing the transition from control over Tele2 to Rostelecom, which is now increasing its presence in the state orders segment. For Rostelecom, a network for special consumers would become an important competitive advantage.
