The coefficients that will be used to calculate salaries in the public sector are not known until the end of September and all "calculations" that have since appeared in the media were only speculations at that time, the Minister of State Administration and the local government. Branko Ružić.
The new salary classes must be introduced from 1 January 2019 and the Minister explains that the level of wages in public services will depend on six criteria – the complexity of work, competence, accountability, autonomy in business, communication and working conditions. .
Regarding the range of payment groups, Ruzic says for Tanjug that 13 payment groups have been identified: in the group of one to four primary and secondary schools 5 and 6 are higher, from seven to eleven secondary schools and from 11 to 13: tasks manage strategic decisions, responsibility for doing business, making financial decisions and managing large systems.

Some media have already performed some calculations, according to which, for example, physicians specialists had 15 percent higher salaries – approximately 91,000 dinars monthly, nurses in instead of 35,000 they would have 39,000 dinars … and the like.
Ruzic suggests, however, that until the value of coefficients is determined, such calculations are only speculative.
Asked whether there would be cases to pay the Minister says that the law on the salary system of employees in the public sector, as well as the already established special laws that regulate the salaries in individual parts of the public sector, contain on the contrary provisions protect the material position of the employees.
Explains that it is the intention to maintain the level of wages, if the salary under the new system would be exceptionally lower than the salary that would otherwise not be expected.
"So we keep the salaries while the employees with lower" He adds in particular that the wage increase announced in recent years has nothing to do with reforms of wage reform, but with excellent results of fiscal consolidation and rational management of public finances.
Navodi that it is currently not possible to talk about the percentages for increasing the salaries of doctors, teachers and other employees in public services, and that more specific information will be known by the end of this year, when all the financial consequences of the transition to a new salary system in the public sector are considered.

Asked about the salaries of civil servants, even in the media that have already been "calculated", Ruzic said that they do not currently have a priority in the reform of the salary system.
"Because we are now setting up a system for most public officials, about 470,000 people, as well as talking about people who take care of our health every day, education … and that in the government's focus the level of their salaries , we pay the salaries of civil servants at the end of the reform, probably towards the end of next year, "Ruzic said.
Asked whether the reform also applies to public companies, Ružić said that they did not fall within the definition of the public sector of the Law on Salary System for Public Sector Employees and therefore did not establish a uniform system of coefficients for public companies.
"Public companies operate according to market conditions, ie operating conditions and realize their income on the market, and for these reasons they are not covered by the reform of the pay system in the public sector," Ruzic said.
The Minister points out that the introduction of payment classes, which must take place at the end of the year, certainly allows for the final reform of salaries in the public sector, with the aim of – the same wages for equal work.
