The 57-year-old former professor of psychology is charged with the molestation of five Secondary 1 boys on June 29, 1999 in the middle of a three-day school camp.
According to his indictment, he used criminals to rub or touch the private parts of the 13-year-old students while they were staying in the now defunct 1 Singapore Infantry Regiment Guillemard Camp along Old Airport Road.
The camp lasted from 28 to 30 June and included all high school students. The school has now been merged with another secondary school.
On Tuesday, the witness, who can not be named to protect the identity of the victims, said that he was sitting on the upper deck of a bunk bed while his schoolmate sat on the bunk bed in the same way.
Sometime after midnight, Chan reportedly entered the room and stood next to the victim.
The witness testified that Chan then asked the victim if his leg was in pain, and the boy answered "a little". When he heard this, Chan reportedly massaged the boy's thigh before massaging the private parts of the boy two or three times in a circular fashion.
This happened in full view of the witness, who noticed that Chan was not trying to hide his actions. The victim was frozen and his eyes widened in shock, but he did nothing, the witness said.
After Chan walked away, the victim asked the witness if he saw Chan touching his private parts and the witness replied "yes".
However, when he was asked by Chan's lawyer Ramesh Tiwary if he thought the incident was not right, the witness said: "At that moment, I do not think of anything at all – do not think it's right or wrong."
The witness spoke only about the incident after a teacher asked for molestuous victims or witnesses to come forward after the camp.

However, there were details about the camp and the incident that the witness could not remember.
For example, he could not remember how he knew the incident occurred after midnight and simply stated that "it was dark". He also did not know how he knew that the biggest incident occurred on the first night of the camp.
Likewise, when he remembered having taken part in "team building activities" during the camp, he could not specify the exact type of activities.
In response to Tiwary's question whether he was thinking of participating in a reflective activity at the end of the day, or if students were being punished with a quick march, the witness said he could not remember it.
The witness is the sixth person who testified against Chan, who was 39 at the time of the alleged violations.
During the first tranche of the trial, the four victims witnessed that Chan had molested them in separate incidents between 12.30 and 1.30. One was allegedly harassed after he had showered, while another testified that Chan had applied powder on his armpits and on his own parts.
