On the morning of March 18, during the plenary session of the National Defense Commission, Military Manpower Administration Commissioner Ki Chan Soo responded to a question about what would happen if Seungri did not request to postpone his service. The session was held before Seungri submitted the request.
He stated: "The National Defense Commission does not have the legal authority to postpone its employment. If we use this case as a lesson, we intend to make a change of law to enable the Military Manpower Administration to leave someone's job. We suspect that we have not taken such measures, even though we have taken similar measures in the past if someone causes a social turmoil, calls on them to escape reality, or if there is a request by a investigating authority to delay the service after this incident, we will ensure that we review the law. "
Jung Kyung Doo, the Minister of National Defense, said: "[Currently], If someone is sued by the Prosecution, there are legal reasons to postpone his service, but because [that is not the case], we can not [postpone Seungri’s enlistment]. [If he enlists], we will work with the police to enable a thorough investigation that complies with the law. "
Earlier on March 15, Seungri announced his plans to postpone his service. In the afternoon of March 18, his lawyer Son Byung Ho confirmed: "Seungri made a request today to postpone his appointment. We hope the Military Manpower Administration will grant the request."
In the meantime, the Korea Center for Military Human Rights is calling for the postponement of Seungri's recruitment. They said: "When a case involving more than one person is investigated by two entities (the army and the police), it becomes more difficult to handle the investigation correctly. Because Seungri will only stand for a military court, it is difficult to ensure that the decision taken is consistent with that of the other suspects. The military service is not a prison sentence. It is an insult to the soldiers of the country who serve their country as a means to recruit to self-reflection and reconciliation. "
