BRATISLAVA, 24 August (WebNoviny.s) – The TOTAL Party – Citizen Democracy has submitted a proposal to Parliament on Friday that introduces a simple issue in the civil and state relationship: the right of the citizen to make a mistake in official contacts.

A similar measure under TOTAL was imposed by French President Emmanuel Macron and in France since 10 August this year.

"The proposal represents a fundamental change in the relationship between the citizen and the state where the goal of the state is not to punish and punish as much as possible, but to achieve the result" Miroslav Beblavý, chairman of the board, stated.

The authorities will forgive the fine

The law must provide that if a citizen does it with regard to an office "Paper error" for which he would otherwise have been fined, he forfeits the fine in the first case.

"Citizens are given the opportunity to rectify their mistake, if they do not do so within the deadline set by the Office, they will be fined, and this right of error can be used once every five years for the same institution." approached Beblavý's proposal.

A documentary error must be considered as a failure to submit a document, not to fill in a form or other document, or any other editorial, registration or reporting nature that can be carried out without significant influence on the performance of the tasks of the state.

The proposal concerns the relationship of the citizen with all the offices that follow the management assignment, but also the financial administration, the Social Insurance Company and the health insurance companies.

The subject of bullying and fines

For example, the possibility to repair without penalties has to do with unannounced killings, not reporting minor changes to the building that no one else limits, or handing in an invalid passport. For example, in the case of the merchants, they do not send a monthly report to the tax office, fill in the presence incorrectly, or report a change after the wedding or divorce.

"In practice, this means that decent people who forget or fill it up for the first time are not being bullied and fined by the government, but given the chance to correct it," continued Beblavý.

He added that protection against abuse of the right to errors would only relate to the first error against a particular authority. At the same time, the right to errors does not apply to serious "Paper" or if the rights of another person are affected.

"This means that the right to errors does not apply if the tax return or VAT registration is required, because it is a serious but also well-known obligation, nor does it apply to police fines imposed by drivers and other crimes where it is not to "wallpapering" is only a real violation of the law, " Beblavý concluded.
