The Stop the Corruption Foundation has attacked the bill with a billion. Bonul also benefits

The Stop the Corruption Foundation has made an enormous effort to manage more than twenty tenders together for a billion euros.

"We believe that government agencies can act in a discriminatory way in these public procurement contracts," said Zuzana Petkova, director of the foundation.

As a result, only a limited circle of companies could enter and the winner was often the Bonul security firm or a subcontractor.

Competitions on shredder services

The Foundation asks the public procurement authority (Public Procurement Office) to inspect a total of 26 public tenders. They related to security services, but also to large-scale construction activities and others.

The ministries, government organizations and companies have requested the submission of "C4 Integrator Certificate", although there was no reason to do so.

"We find it unlawful for some contracting authorities to systematically require this from suppliers, even though the works and services competing with this certificate are not related, which prevents effective competition", said Stop the Corruption Foundation, lawyer Miroslav Cák.

C4 is a security system for superstructure for construction. In Slovakia, only three companies – Syteli, Bonul and VEL Security – have the integrator certificate issued by the system manufacturer.

The tenderer therefore has no choice but to agree to cooperate with him. The restriction of the competitive environment is also evident from the fact that the bids are reported by a low number of candidates.

The bonuses have been successful in the competitions that have already been evaluated. This is a total of eight times, while others are a subcontractor.

In three cases – the Ministry of Defense, the economy and the Slovak water management company – Bonul participated.

The initiative also focuses on the construction contract for the modernization of the railway between Devínska Nová Vu and Kúty station with an estimated value of more than CZK 305 million. EUR.

Once again, the EIF needed a certificate from the social insurance company. The insured social insurance company required the submission of the "System Integrator C4 certificate" in the tender.
