– Here we have a woman born in 1992 suspected of 19 drug offenses, some traffic violations. A few violent offenses. Most of the crimes they suspected had committed in Västmanland. She is not being held, says Johan Stenvi.

Johan Stenvi tells us that these people, all suspected of so-called mass violations, can be arrested and detained from time to time, but it is often difficult for them to be deprived of their freedom.
"It's a bit of variety, they may be suspected of violent crime or serious abuse, but usually they stick to the less serious crimes and then the prosecutor has no way to arrest the person, even though the crimes numerous.
He is asked if it can seem frustrating to know that there are people who commit crimes, but that they are not so serious that they can be (partially) held.
"If they are only suspected of minor crimes, the prosecutor may not be able to accept them, it is only to accept that it is.If I want to be more philosophical, it is really unfortunate for those who flit and commit crimes they would need help and support, and staying in the persecution is better than the life that many of them live.
Driving under the influence. Theft. Drug related crime. This is how crime looks great for the 79 perpetrators in Västmanland. But there is also a type of crime that has recently grown.

Although the crimes involved are usually of the smallest nature, Johan Stenvi believes that the people behind them are not collective. Sometimes someone in the category commits a serious crime.
– A current example is the person who has long been arrested and suspected of the murder of Fatima Berggren. He is well qualified as a criminal perpetrator, says Johan Stenvi.

– Many of these people are in the 25's. It often happens that they get stuck in a drug addiction and they commit all kinds of small crimes. Then they continue until they are 50 when they leave or simply die.
Johan Stenvi describes that it is not uncommon for these people to get it early and that they come from a background of drug abuse and crime.
"It's my experience and feeling, it's about heritage and the environment, and it's been different in different ways, they're stuck in an addiction, and it's a shame we can not get them out of this life in society without sticking to it. to sit.
The police officers who work in external service are well aware of the people Johan Stenvi is talking about.

"I think that they themselves would be served with more interventions from society, for their own good, and for the victims of crime.
