The Volkswirtschaftsdirektion (VOL) in the canton of Bern has a good memory of the legendary Stocker-Risch report and its surprising effect. At the invitation of this newspaper, a VOL team compared the then analysis of Paul Stocker and Paul Risch with the current economic situation. Their conclusion shows that Bern made some progress, but the canton could not correct the fundamental weaknesses in the past 50 years.
The canton has become more competitive according to the VOL, the gross domestic product per employee, it occupies at least 9th place in all cantons and is only slightly below the national average.
The salary level of the Bernese industry almost reaches the national average. Depending on the sector, the added value has partially increased in a more volatile environment.
The Bernese agricultural sector is still above average. The company structure remained small due to Bernese topography and heterogeneity. But that can also be an advantage, because then there is no lump-sum risk.
"An economic balance between the Bernese territories is still not possible."Ministry of Economic Affairs
The small-scale SME structure is also typical for all of Switzerland. In the canton with the federal city, public and non-private companies are large, according to VOL in particular. State enterprises are less designed for growth than private companies. Fortunately, the security sector is strong again and due to its diversification in the field of microtechnology, it is less sensitive to economic activity.
Berne income from federal taxes is still below the average, especially with higher incomes the tax burden is high. The tax shortage is also due to the high percentage of male and female students who pay tax in other cantons. Moreover, the federal government is not taxable.
The canton of Bern has the third highest commuter balance behind Zurich and Basel-Stadt, so it is no longer a region of emigration. But he has the less favorable age structure than 50 years ago.
Region & # 39; s:
Economic harmonization of the region & # 39; s via transfer payments is still not possible. ACCORDING TO FULL, however, the expectations of Stocker and Risch with regard to promoting the region have been far too optimistic.
Nowadays, the promotion of peripheral regions for interregional harmonization is considered inappropriate. Today we know that the growth impulses come from the centers. The instruments for economic development are no longer specifically tailored to peripheral regions & # 39; s.
Path of stagnation?
Is the Berne canteen established where Stocker and Risch established it in 1968? Is it resistant to change? The cantonal infrastructure has been significantly improved by the construction of the motorway, the fast railway in 2000, the Löstschberg base tunnel or the S-Bahn Bern, is in contradiction with the VOL.
Just like before, there is no Bern or ETH airport. Due to topography and historical development, certain residues can not be corrected or can only be corrected in the long term. The relationship between the tax revenues of companies and natural persons is therefore still unfavorable.
For Bern's future, this leaves the sobering conclusion that canton suffers from chronic disorders and can hardly leave the path of stagnation.
However, the VOL emphasizes that the federal government and the canton of Bern do not have an explicit financing policy, ie they are also "partly responsible for economic successes and failures". (SCC)
